Opportunity USAID-M-OAA-DCHA-DOFDA-08-319-APS: The purpose of this Amendment #05 to APS #M/OAA/DCHA/DOFDA-08-319 is as follows: The following changes will appear in APS section V.C.2: The due date for Applicants for West Bank/Gaza and Israel remains as scheduled for July 14, 2008. Otherwise, Round 3 for all other countries and regional platforms, formerly due August 12, 2008, is hereby cancelled and deleted. No further rescheduling of Round 3 is contemplated at present. This change will appear in APS sections VIII: Effective July 11, 2008, for APS CTO contact information, Helen Glaze, is hereby replaced with Mr. David Hunsicker at 202-712-4966 or [email protected] . All other APS requirements, instructions, terms and conditions remain unchanged. The purpose of this Amendment #04 to APS #M/OAA/DCHA/OFDA-08-319 is as follows:Applicants for West Bank/Gaza and Israel can request up to $1,200,000 for programs lasting a maximum of 36 months. This change will appear in APS sections III.B, III.D. and V.B.2.(f).The purposes of this Amendment #03 to APS #M/OAA/DCHA/OFDA-08-319 are as follows:1. Reference Section V. APPLICATION AND SUBMISSION INFORMATION. Under paragraph C.2 Deadlines, change the due date and time for transmission as follows: Second Round - Thursday, May 8, 2008 at midnight, Mission time for all Applications except for Israel and the West Bank. Rounds two and three, for Israel and the West Bank and Gaza will be combined, and Applications should be submitted to the USAID Mission in Tel Aviv no later than 5:00 pm, Tel Aviv time on Monday, July 14, 2008. 2. Add these two paragraphs below the List of Eligible Countries on page 1 of the APS, as well as in Attachment 1:While APS activities are limited to the countries/areas as discussed in Attachment 1, meetings only in a country not on the List of Eligible Countries under this APS, are permissible if the neutrality of the meeting location or the security of participants is an issue. Costs relating to these meetings such as travel and per diem, conference room rental, non-alcoholic beverages at the meetings, may be proposed in the Cost Application subject to overriding USAID policy, U.S. legislative and host/third country restrictions. The estimate for awards to be made for Israel, West Bank and Gaza, is $9,000,000. The estimate for awards for all other countries/geographic areas is $26,000,000.3. Reference Section V. APPLICATION AND SUBMISSION INFORMATION. A. Add the following after the first paragraph under C.1. SUBMISSION INSTRUCTIONS: Although Applications need not be submitted thru Grants.gov, Applicant registration is required therein. This registration facilitates obtaining a DUNS number, and provides essential links to Central Contractor Registration (CCR.gov) and Online Representations and Certifications Application (ORCA.gov), as well as assuring receipt of notices of APS/solicitation Amendments. While electronic registration is encouraged by the due date for Application transmission, it is acceptable prior to the execution of any award, with the following exception. Attachment 4 ASSURANCES AND CERTIFICATIONS, A or B, must be enclosed with the Cost Application electronic file, if online registration through ORCA.gov is delayed to prior to award. Page 8 of the Organization Registration Guide contains a direct link to the D&B Federal Government site. Both Dunn & Bradstreet numbers and CCR.gov can be addressed prior to award. However, any blocks that appear to be referencing issues that are not applicable to your situation, leave blank or indicate N/A. After receipt of Applications, the Mission staff may choose to contact you to clarify your SF424.E. Add to B.2.(g)., the following: Online compliance via ORCA.gov is preferred.4. Section VI. B.2.(E). PAST PERFORMANCE CONSIDERATIONS, add the following language: In addition, USAID reserves the right to contact any other organization not included in the list of contacts provided by the Applicant for past performance of which USAID is aware that have had business with the organization in similar projects to confirm/review past performance. 5. SYNOPSIS: ANNUAL PROGRAM STATEMENT: CONFLICT MITIGATION AND RECONCILIATION PROGRAMS AND ACTIVITIES (with Possible Multiple Awards) APS Solicitation #M/OAA/DCHA/DOFDA-08-319The Office of Conflict Management and Mitigation (DCHA/CMM) within the U.S. Agency for International Development (USAID), Bureau for Democracy, Conflict and Humanitarian Assistance (DCHA) invites applications from U.S. and non-U.S. non-profit or for-profit non-governmental organizations (NGOs), international organizations (IOs) and other qualified non-U.S. Government (USG) organizations (including faith-based organizations and community based organizations) to carry out activities, under grants or cooperative agreements, that support conflict mitigation and reconciliation programs and activities that bring together individuals of different ethnic, religious or political backgrounds from areas of civil conflict and violence in the countries listed below. For further discussion of this list of eligible countries see Attachment 1 of this Annual Program Statement (APS). Africa: Angola, Burundi, Chad, Cote d'Ivoire, Democratic Republic of Congo, Ghana* (*restricted to Northern Ghana), Guinea, Kenya, Mali** (**restricted to Northern Mali: Regions of Timbuktu, Gao, and Kidal), Mauritania, Niger, Rwanda, Sierra Leone, Somalia, Sudan*** (***restricted to: Blue Nile State, Southern Kordofan and Abyei), UgandaAsia and Near East: Bangladesh, East Timor, Morocco, Philippines, Sri Lanka, Thailand, Israel/West Bank/Gaza, Europe and Eurasia: Bosnia, Georgia, Kyrgyzstan, Russian Federation, TajikistanLatin America and the Caribbean: Colombia, Ecuador, Guatemala, Nicaragua. The estimate for all awards to be made under this APS is $35,000,000 with the first of three (3) submission due dates (via electronic transmission) by Monday, February 18, 2008 at Midnight, Mission time. Applicants are invited to submit applications to more than one country and multiple applications for the same country but each application must be sent to the applicable USAID Mission or Regional Platform and each application should be able to stand alone, separate from the other applications submitted. Applicants are also invited to submit applications for multi-country and cross-border activities under this APS. A program performance period of up to twenty-four (24) months is anticipated for each award, between $100,000 to $600,000 each.
