Pleasescroll to the bottom of this page under the heading Full Announcement andOther Files and click on the link to access the Funding OpportunityAnnouncement.The United States Department of Energy, National Energy TechnologyLaboratory(DOE/NETL, or DOE) is competitively soliciting applications for arequirementtitled ?Oxycombustion and Other CO2 Capture Technologies Available forApplication to the Existing Coal Fired Power Generation Fleet.?The overall purpose of this announcement is to expedite the timeline forcommercialization of oxycombustion and other CO2 capture technologiesthroughslip stream or pilot plant testing. The underlying drivers are toeliminateenvironmental concerns for using coal, to decrease the cost of advancedpowersystems, and to enhance the nation?s energy security. These drivers arederived from Presidential initiatives such as the Clear Skies Initiativeandthe Climate Change Initiative.As the existing coal fired power generation fleet continues to age,operatorsof coal fired power plants are becoming more concerned with current andfutureenvironmental requirements, which may also require mitigating carbondioxideemissions. Existing carbon dioxide capture systems are available, such asamine-based scrubbers, but these systems are expensive to build and operateforbase load coal fired power plants. State-of-the-art coal combustion andCO2capture technologies are emerging from R D programs as new technologiesthatrepresent significant improvements over traditional coal-fired powerplants.These technologies are now requiring testing at larger scales (slipstream/pilot scale), which are necessary steps towards commercialization.Thisserves as the primary interest for this announcement.In oxygen-based combustion (oxycombustion), the fuel is burned in oxygenratherthan air, resulting in a highly pure CO2 exhaust that requires noseparation.No commercial oxygen combustion power plants are currently in operation,duemainly to the high cost of producing high volume streams of oxygen.Oxycombustion processes include 100% oxygen-firing, oxygen-firing withrecycledflue gas, and chemical looping or unmixed combustion (where an oxygentransportmaterial is used in place of oxygen).Other CO2 capture technologies include advanced liquid solvents, solidsorbentsystems, membranes, etc. These post combustion capture technologies mayalsoinvolve the separation of CO2 from the power plant flue gas, which ismainlyN2. Existing amine-based CO2 capture systems have several disadvantagescompared to emerging carbon dioxide capture technologies. These includeparasitic steam loss due to solvent regeneration, solvent loadinglimitations,sensitivity to pollutants, CO2 compression energy requirements, and highenergyand capital costs to implement.Slip stream or pilot scale testing based on existing amine-based systems isconsidered outside the scope of this announcement.
