PRM NGO Programs in Sudan Benefiting Sudanese Refugee Returnees and Receiving Communities in Jonglei, Upper Nile, and Blue Nile States: (1) Proposed activities should support Sudanese refugee reintegration via programs in return communities in Jonglei, Upper Nile, and Blue Nile States. PRM will consider reintegration activities in the following areas: health, primary education, and water/sanitation. (2) Proposals should focus on areas of high refugee return where refugee returnees make up at least 50% of targeted beneficiaries in communities in Jonglei, Upper Nile and/or Blue Nile States. While any proposals targeting areas of high refugee return in these three states will be considered for funding, PRM will prioritize programs targeting underserved populations in Pochalla and/or Akobo Counties in Jonglei State, Maiwut, Longuchuk, Nasir and/or Maban Counties in Upper Nile State and Kurmuk County in Blue Nile State. Proposals should specify current and projected refugee returnee population numbers in proposed locations as documented by the UN Office for the Coordination of Humanitarian Affairs (OCHA), the Office of the United Nations High Commissioner for Refugees (UNHCR), and/or appropriate Sudanese authorities. (3) PRM will accept proposals from any NGO that is able to satisfy these guidelines although, given our budgetary constraints, priority will be given to proposals from organizations that can demonstrate: - a working relationship with UNHCR and UNHCR funding and/or support for the proposed activities and/or overall country program; - a proven track record in providing assistance to Sudanese refugee returnees in both the sector(s) and specified location(s) covered in the submission; - evidence of coordination with and support from local authorities for proposed project (please note that for any NGO project that PRM funds, PRM will share budget and project activity information with appropriate ministries and local authorities in Sudan and with other USG entities involved with reconstruction efforts); - evidence of coordination with development organizations in the proposed region of work and a well-developed transition strategy; and - appropriate targeting of beneficiaries in coordination with UNHCR and other relevant organizations supporting reintegration. - appropriate consideration in implementation plan of programmatic limitations due to the rainy season (approximately May - October). ************************************************ International Organizations (IOs) that are engaged in programs relevant to the assistance addressed by this PRM funding announcement should ensure that these programs are made known to PRM on or before the closing date of this funding announcement so that PRM can evaluate all IO and NGO programs for funding consideration. ********************************************** For more details on this specific opportunity, please click the "Full Announcement" Grants.gov link above.
