Grant Description
Limited funding is available to support NGOs for activities in the Horn of Africa that focus on supporting refugees in Kenya and Ethiopia and returning refugees in southern Sudan. (1) For activities in Kenya and Ethiopia, proposals should focus on support to refugee populations in camps, but may include programs outside of camps that directly relate to the recent influx of Somali asylum seekers into both countries. Assistance may include work in the following sectors: health and nutrition, primary education, water and sanitation, micro-enterprise and livelihoods, gender-based violence prevention and support, child protection and family reunification, and psychosocial support for victims of torture/conflict. (2) For activities in southern Sudan, proposals should focus on areas of high refugee return (e.g., Central Equatoria) where refugee returnees make up at least 50% of targeted beneficiaries. (3) For proposed activities beginning January 16, 2007 - May 15, 2007, PRM will give priority to NGOs that have carried out programs in southern Sudan for at least twelve months and focus on refugee return needs in the following sectors: health, education, water and sanitation, micro-enterprise and livelihoods, and gender-based violence prevention and support. PRM will not be able to consider proposals based in countries of asylum that are designed to support repatriation/reintegration activities.(4) While UNHCR facilitates voluntary repatriation activities, PRM intends to support NGOs in providing limited basic social services in camps supporting Sudanese refugees. However, NGOs already working with southern Sudan on reintegration activities to support returning refugees will be given preference for funding in FY 2007. In FY 2006, PRM supported NGO projects in sectors such as health, education, water/sanitation, gender-based violence prevention and response, and vocational training/livelihoods.
