Partnering with Pasteur Institute of Ho Chi Minh City to Enhance Regional Capacity to Prevent, Detect, Monitor, and Respond to the HIV/AIDS Epidemic in Vietnam under the President's Emergency Plan for AIDS Relief: In Vietnam’s southern region, government health facilities at the regional, provincial, district, and commune levels need strong strategic information and laboratory diagnostic systems to support the regional HIV/AIDS response. The General Department of Preventive Medicine (GDPM) and the Vietnam Administration of HIV/AIDS Control (VAAC) fall under the National Ministry of Health (MOH) and supervise regional institutes and preventive medicine centers (PMCs), and provincial aids committees (PACs), respectively. The Vietnam Administration for Medical Services (VAMS) also under the MOH, supervises central and regional hospitals. These PMCs, PACs, and key hospitals, require laboratory and strategic information technical assistance (TA) to strengthen laboratory and strategic information systems management, and quality assurance and control. Technical assistance in these areas will improve facility diagnostic capacity, case reporting, and surveillance and thus Vietnam’s ability to respond to the HIV/AIDS epidemic. As the regional public health institution reporting directly to the MOH, Pasteur Institute (PI) can provide TA to these government health facilities, by building the capacity of the systems and staff to monitor and respond to HIV/AIDS.
In collaboration with the Government of Vietnam’s strategic vision for HIV/AIDS and other public health conditions, the goals and objectives of this project will support the implementation of the National Strategy for HIV/AIDS through 2020, including:
• Building national surveillance data systems that are capable of collecting and reporting timely quality data and can effectively use data to measure HIV prevention and care and treatment program performances and improve the public health response.
• Strengthening regional laboratory capacity to improve diagnostic testing for HIV, dissemination of results, and quality improvement efforts for disease detection, monitoring and surveillance.
As PEPFAR enters its third five-year phase, the Vietnam program, in line with global strategy, will strengthen its focus on TA. PEPFAR will prioritize the strengthening of health facility systems and staff capacity to provide quality diagnostic, monitoring, and surveillance data for decision- making to increase the accuracy, reliability and efficiency of the national HIV/AIDS response.
This FOA will focus on two technical areas: Laboratory Quality Management Strengthening and Strengthening Surveillance and Strategic Information Systems.
