Peer-to-Peer Capacity Building in the Public Sector to Support Management, Leadership, and Sustainability of HIV Programs in PEPFAR Countries under the President's Emergency Plan for AIDS Relief (PEPFAR): As PEPFAR focuses greater attention on country ownership and the transition of full responsibility for the HIV response to partner governments, there is a need to capacitate PEPFAR host countries to be able to independently manage and sustain HIV prevention, care, and treatment programs. However, gaps in leadership and management capabilities exist and can seriously derail these efforts. Conversely, enhanced management and leadership can increase the efficiency and effectiveness of systems, maximizing the use of scarce resources. Building on work accomplished through previous capacity building efforts, this funding opportunity announcement (FOA) aims to enhance capacity of host country governments to independently manage and lead an effective response to their HIV epidemics. The awardee will work with host country governments in up to 16 PEPFAR supported countries and regional offices that may include Ethiopia, Tanzania, Mozambique, Guyana, Haiti, Zambia, Botswana, Caribbean or Central America regions at the national and sub-national levels through a peer-to-peer model for technical assistance (TA) delivery in which those delivering technical assistance have worked in comparable public sector positions and have expertise in planning, implementing, and evaluating public sector responses to the HIV epidemic. This effective approach to capacity building, successfully utilized in past PEPFAR-supported capacity building programs, focuses on: assessing needs and identification of gaps in leadership and management competencies; developing new or modifying existing tools to address the gaps identified; working with host countries on the implementation of these tools; developing and using metrics to measure increases in competencies, as well as impact over time; and using data for evidence-based decision making. The awardee will work directly with host country governments and 2-3 local partners per country throughout the five year award period to deliver peer-to-peer technical assistance. By the end of the project period, it is expected that the awardee will have achieved the following goals listed below.
