Perinatal Hepatitis B Prevention Program, Supplemental Evaluation Projects (PHBPP-SEP): The purpose of the program is to support the goals and strategies of the HHS Viral Hepatitis Action Plan by focusing on 1) eliminating mother-to-child transmission of hepatitis B virus infection, 2) ensuring that HBV-infected pregnant women receive timely evaluation and care, which may improve prevention of hepatitis B virus infection for infants born to HBV-infected women with high viral load, and 3) ensuring that hospitals and birthing centers administer a "birth dose" of hepatitis B vaccine to all neonates prior to discharge from the birthing facility.

Eligible Applicants: Eligible applicants that can apply for this funding opportunity are listed below: The following entities are eligible to apply: - The current 64 grantees with established Perinatal Hepatitis B Prevention Programs (PHBPP), which include the 50 state health departments or their bona fide agent and the District of Columbia, the cities of New York, Philadelphia, Houston, Chicago, San Antonio, the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Marianna Islands, American Samoa, and Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau. Competition is limited to the entities listed above because they have the primary responsibility for carrying out the public health assurance functions required to achieve the desired outcomes and performance goals established by CDC. - A Bona Fide Agent is an agency/organization identified by the state as eligible to submit an application under the state eligibility in lieu of a state application. If applying as a bona fide agent of a state or local government, a legal, binding agreement from the state or local government as documentation of the status is required. Limited competition for this RFA is justified based on the following: This FOA is limited to State or local health department jurisdictions with established Perinatal Hepatitis B Prevention Programs (PHBPP). The PHBPP have the necessary infrastructure in place to perform the activities required, and have the experience needed to successfully complete the required objectives. PHBPP have the primary responsibility for carrying out the public health assurance functions required to achieve the desired outcomes and progress toward elimination of mother-to-children hepatitis B transmission which is a national goal of HHS, CDC, ACIP, and Healthy People 2020. PHBPP have been funded by CDC since 1990 through immunization Program grants to 64 jurisdictions in the United States, cities, territories, and freely associated island nations Key program requirements of the PHBPP programs are to identify all hepatitis B infected pregnant women and case-manage their infants for timely receipt and completion of post-exposure interventions to prevent mother-to-child hepatitis B transmission. Despite active efforts, in 2008 (last data available) PHBPPs identified approximately 50% of the expected number of births to hepatitis B infected pregnant women. Although hepatitis B birth dose provides a safety net for infants who are not identified for coverage in the United States, coverage was only 64% in 2010. Core PHBPP will continue to be supported by CDC from 2013-2017 through an immunization funding opportunity announcement # CDC-RFA-IP13-1301, "Immunization and Vaccines for Children Program".
