Plan and Implement Bird Conservation Projects: THERE IS NO "FULL ANNOUNCEMENT" ASSOCIATED WITH THIS NOTICE. This is a NOTICE OF INTENT TO AWARD the American Bird Conservancy up to $315,000 under justification 505 DM 2.14 (B4). The Migratory Bird Treaty Act (16 U.S.C. 703-712) authorizes appropriations to carry out the provisions and to accomplish the purposes of the migratory bird conventions with Canada, Mexico, Japan, and the Soviet Union. The American Bird Conservancy (ABC), a non-profit conservation organization, is uniquely qualified because of their role as a primary partner in the joint ventures, and their past experience as the recipient of a cooperative agreement with the U.S. Fish and Wildlife Service for both joint ventures. Previously, they have provided services such as subcontractor support to fulfill the missions of the joint ventures. The ABC is solely dedicated to the conservation of wild birds and their habitats in the Americas. ABC holds a central prominence in the North American Bird Conservation Initiative and Partners In Flight, and is a leader in building coalitions of conservation groups, scientists, and members of the public, to tackle key bird priorities using the best resources available. ABC has the resources and expertise necessary to complete this project in a timely manner. SCOPE of WORK: Recipient shall furnish the necessary personnel, materials and services, and do all things necessary to accomplish the following program objectives: The objectives of this cooperative effort are to fund, coordinate, and complete bird conservation planning and implementation projects in the Eastern U.S., specifically within the ACJV and AMJV boundaries. Recipient shall provide an Annual Project Proposal by November 1 of each year describing the staff, expenses, and projects to be performed each year. The Annual Project Proposal is subject to approval by the Service. Any deviations from the procedures or objectives specified in this agreement must be presented and approved by the Service's Project Officer and Program Official for specific approval before implementing any such deviations. The American Bird Conservancy will: A. Provide staff as described in the Annual Project Proposal for each Fiscal Year. Staff will perform duties as detailed in the Annual Project Proposal to carry out the missions of the ACJV and AMJV. B. Coordinate the development and implementation of conservation projects in the ACJV and AMJV areas as approved by their respective Joint Venture Management Boards. Work will be performed as described in the Annual Project Proposal. C. Use funds as described in the Annual Project Proposal to support necessary travel expenses and supplies/equipment to carry out the mission of this agreement, and use no more than $15,000 of the annual funds provided by the Service to provide administrative support to this agreement.
