Pre-Election Logic and Accuracy Testing & Post-Election Audit Initiative: This initiative will provide competitive grants to research, demonstrate, document, andrecommend improvements to the elections processes and best practices for 1) pre-election L&Atesting of voting systems, and 2) post-election audits. A separate project description will beprovided for each of the two areas covered under this Notice. The successful applicants will beexpected to deliver a set of agreed upon outcomes and recommendations by March 30, 2012 foruse by election officials and other interested entities.Funds will support the development and documentation of a range of tools, procedures andprocesses used in managing and conducting L&A testing and post-election audit activities bytype of voting method, vendor-specific equipment, jurisdiction size, or other ways to bedetermined by applicants. - Through the Voting System Pre-Election Logic and Accuracy (L&A) & Post-Election Audit Initiative, EAC is seeking to capture and test innovative, high quality processes, tools and effective practices that are cost-effective and evidence-based, for performing voting system preelection L&A testing and post-election audits by jurisdictions of varying sizes, locations and equipment configurations.

- To be eligible for a demonstration grant award for a project focused on existing high quality practices, an applicant must be a state government or unit of local government, and have demonstrated expertise in the election administration field, including L&A testing and/or postelection auditing. To be eligible for a project focused on researching and piloting new or alternative methods/practices, grant applicants must be a state government or unit of local government with 14 demonstrated expertise in the election administration field, including L&A testing and/or postelection auditing which may choose to work in collaboration with a non-profit organization, Institution of Higher Education or for-profit entities that has: 1. A track record of collaborating with multiple jurisdictions and other relevant entities; and 2. A demonstrated experience in successfully designing and implementing research projects.
