Pre-Solicitation Notice - Inclusion of Individuals with Disabilities in U.S. Foreign Policy: The National Council on Disability (NCD) will seek proposals for a report on U.S. foreign policy as it relates to the inclusion of individuals with disabilities. The report findings primarily serve to assist policymakers, including the White House and Congress, with the insight needed to make policy decisions designed to improve the inclusion of individuals with disabilities in U.S. foreign aid programs and operations overseas. The reports will also provide individuals with disabilities and with an understanding of policy, legislation, and initiatives that impact their lives.
This report will follow-up on NCD’s previous foreign policy studies by providing a detailed and current assessment of the application of federal disability laws (both statutory and case law) to U.S. foreign aid programs. It will provide a review of the policies and practices of DOS, USAID, DOD, and the Peace Corps and detail the extent to which the these agencies have (1) developed policies and/or or programs to ensure the inclusion of individuals with disabilities as recipients of U.S. foreign assistance, and (2) removed the specific barriers to access by individuals with disabilities identified in NCD’s prior foreign policy reports. It will examine the effectiveness of the policies and/or programs made/implemented by these agencies as a result of NCDs prior recommendations, and recommend actions for improvement where weaknesses are identified. It will also examine the policies and practices of the Millennial Challenge Corporation to determine whether it applies U.S. disability laws and policies to its programs overseas and make recommendations for improvement.
The estimated contract period is 12 months. NCD will distribute its U.S. Foreign Policy and Disability Notice of Funding Opportunity on May 10, 2016. NCD expects interested parties to submit their responses by June 10, 2016. Copies of the Notice of Funding Opportunity will be available on grants.gov and ncd.gov and may be requested by mail or picked up at NCD on or after the issue date of May 10, 2016.
This pre-solicitation notice is issued solely for informational and planning purposes only. It does not constitute a Notice of Funding Opportunity. This pre-solicitation notice does not commit the Government to contract for any work or services whatsoever. Further, the National Council on Disability is not at this time seeking proposals, and will not accept unsolicited proposals. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this pre-solicitation notice. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
