- Program Announcement No. OWBO-2006-024.01U.S. Small Business Administration / Office of Womens Business Ownership Federal Assistance to Start New Womens Business Centers (WBC) Projects Opening Date: August 30, 2006Closing Date: September 13, 2006At 11:59 pmThe U.S. Small Business Administration (SBA) plans to issue Program Announcement No.OWBO-2006-024.01 to invite organizations to apply for a grant to replace a previously funded womens business center (WBC) to serve Blackfeet Indian women and others in Browning, Glacier County and surrounding areas of Montana. An eligible applicant is a private nonprofit organization with 501 (c) tax exempt status from the U.S. Treasury/Internal Revenue Service. The successful applicant will receive a cooperative agreement award for one year plus 4 optional years, subject to availability of funds, to provide counseling, training and other technical assistance to women who want to start or expand businesses. The authorizing legislation is Section 29 (1) of the Small Business Act, (15 U.S.C. Section 656 (1) (as amended by Public Law 109-108). The program announcement is similar to SBA Program Announcement OWBO-2006-024, which invited eligible applicants to apply for an initial 5-year WBC grant. A Womens Business Center is a community-based project that is funded by the U.S. Small Business Administration through a grant that requires matching funds. The project is a planned scope of activities that provide business skill services targeted to women. The project must operate as a distinct unit of the recipients organization having its own budget for staff, facilities, equipment and resources to carry out project activities. The WBC services must include long-term training and counseling to benefit nascent and existing small business concerns that are owned and controlled by women. Service areas must include financial, management, marketing, eCommerce and government procurement/certification assistance. Applicants must plan to include women who are socially and economically disadvantaged in the target group. The applicant may focus on specialized business categories to assist women who are veterans, have disabilities, and are in agribusiness, home-based businesses and living in Empowerment Zones, rural and urban areas, etc. Award recipients must provide non-Federal matching funds as follows: In project years one and two, the recipient must provide match equal to one non-Federal dollar for each two Federal dollars. In project years three, four and five, the recipient must provide match equal to one non-Federal dollar for each Federal dollar.
