- Eligible applicants under this opportunity are limited to the 50 States, the District of Columbia, American Samoa, Guam, the Northern Mariana Islands, Puerto Rico, and the U.S. Virgin Islands. Applications must be submitted by the State Energy Office or other agency responsible for administering the State Energy Program pursuant to 10 CFR part 420, although States may work in collaboration with non-State partners.

- The Industrial Technologies Program (ITP) partners with U.S. industry to improve industrial energy efficiency and environmental performance. For this sub-opportunity, ITP is targeting the small number of energy-intensive materials and process industries that account for over 75% of industrial energy consumption. Specifically, DOE is targeting large energy consuming industrial plants that have energy bills in excess of $2 million per year.
