Program to Support an Iraqi National Government, Iraqi Transitional Government and Constitutional Development: The U.S. Agency for International Development (USAID) is conducting a full and open competition for the services of a qualified U.S. grantee (Cooperative Agreement) to enable the Iraqi interim and transitional government to operate effectively and efficiently, in a representative, transparent, and accountable manner, and to build the constitutional foundation for a democratic nation. USAID seeks applications that offer expert, effective, and contextually appropriate assistance to the national level governance structures. This assistance may include the provision of technical assistance, training, equipment and commodities, and information on standard operating rules and procedures and comparative government practices. The three primary objectives of this program are to: 1) Strengthen the capacity of the legislative branch of the Iraqi government, as appropriate, during the transition period to include lawmaking, representation, executive oversight, and other responsibilities as provided by the Transitional Legislative Law (TAL); 2) Assist the interim and transitional executive authority through support for the development of an executive secretariat or other strategic policy planning entity to help assist the Executive, the cabinet, and the ministries in developing and implementing government programs and policies; and 3) Support the process for adoption of an Iraqi constitution that supports democratic principles and values through the provision of technical assistance.It is expected that the implementer of this program will work closely with members and staff of the Iraqi interim and transitional government, representatives of the U.S. government, other bilateral and international donors, other USAID implementing partners, and other persons and organizations engaged in ensuring a successful solidification of a democratic system of governance in Iraq, and other persons and organizations to support the implementation and achievement of these objectives. The grantee shall be responsible for deploying rapidly to Iraq, providing for its own housing and security and is expected to be fully operational in 30 days from the date of award.The period of performance for this Cooperative Agreement is 18 months from the date of award.The preferred method of distributing the USAID procurement information will be through www.grants.gov. It is anticipated that the RFA will be issued on or about March 25, 2004. It is the responsibility of the recipient of this solicitation to ensure that is has been received in its entirety and USAID bears no responsibility for data error(s) resulting from downloading.
