Eligibility for the program listed in this NOFO is open to all domestic non-Federal entities. Eligible applicants include accredited U.S. institutions of higher education; non-profit organizations incorporated in the United States; for-profit organizations incorporated in the United States; and state, local, territorial and Indian tribal governments within the United States. An eligible organization may work individually or include proposed subrecipients, contractors or unfunded collaborators. Please note that, for the purposes of this NOFO, individuals and unincorporated sole proprietors are not considered “non-Federal entities” and are not eligible to apply. NIST will only consider one application per applicant; however, an applicant entity may participate as a subrecipient, contractor, or unfunded collaborator within applications submitted by other entities.
