Promoting Transformation: Linking Natural Resources, Economic Growth, and Governance: The United States Agency for International Development (USAID), Bureau for Economic Growth, Agriculture and Trade (EGAT), Office of Natural Resource Management (NRM) intends to issue a Request for Assistance (RFA) for the program titled, "Promoting Transformation: Linking Natural Resources, Economic Growth, and Governance" (TransLinks) on or around July 7, 2006. Attached for your information is a DRAFT Program Description.The objective of this program is to increase social, economic and environmental benefits through healthy ecosystems and sustainable resource management. The program will support cross-cutting approaches that link natural resource management to economic growth and good governance. The resource components of the program include renewable land and other natural resources, non-renewable resources, resource-based production and processing systems and ecosystem services. Primary approaches include natural resource governance, decision-making, and resource rights; economic policy and market analysis and support; applied research and synthesis of best practices; and institutional development and capacity building. Secondary approaches include information production and knowledge management; disaster, complex emergencies and conflict management; scaling-up to sustain impact; strengthening the roles/rights of women and disadvantaged groups; geo-spatial information approaches; and small grants management. The program will support and expand upon a range of ongoing research, tool development, capacity building, and technical assistance programs to address complex rural development needs. The program aims to improve land resources management and governance to enhance biodiversity conservation and productivity for sustainable poverty reduction, empowerment and economic growth. The funding mechanism will be a Leader-with-Associate Cooperative Agreement (LWA). Subject to the availability of funds, the total estimated cost of the Leader Award is approximately $4 - $5 million and approximately $6-$9 million for Associate Awards. The period of performance will be five years from date of award. Interested parties should monitor this website for the issuance of the Request for Applications (RFA). Questions will not be accepted. There will be a question period during the RFA stage. This RFA is based on the availability of funds and this announcement in no way obligates the government.
