Grant Description
USAID/OFDA is considering support of a Kabul Area shelter project intended to assist approximately 3,500 vulnerable households by November 2006. The project may feature a range of shelter interventions within and near existing neighborhoods of Kabul, and may include efforts to engage district-level officials in identifying and providing land for shelter. The project will be informed by a "Shelter Opportunities Survey" that will identify vacant and underutilized land with potential for shelter construction using imagery analysis (where possible), Geographic Information System (GIS) technology, discussions with local officials, organizations and agencies on the ground, potential beneficiaries, and others. Water and sanitation projects may also be identified for possible funding, in concert with government agencies (e.g., the Kabul Municipality, and the Ministry of Urban Development and Housing, or MUDH) and others (e.g., the Urban Consultative Group, UN Habitat, etc.). The shelter project will also include information generated by a seismic hazard assessment to ensure not only structural mitigation, but also community-based hazard awareness and preparedness. Organizations interested in implementing the shelter activities broadly outlined above are encouraged to submit a 10 page concept paper to USAID/OFDA by February 21, 2006.
