- The purpose of this program is to enhance HIV/AIDS control efforts in the Democratic Republic of Congo (DRC) through improving the human, organizational, and structural capacity of government and indigenous non-governmental organizations (NGO) to provide HIV/AIDS and related disease services. This will occur through the provision of capacity-building assistance. The term "capacity-building assistance" means the provision of financial assistance, technical assistance, information, training, technology transfer, and other related services to individuals and organizations in order to improve the delivery and effectiveness of HIV prevention, care and treatment services and interventions. This includes the delivery of direct HIV prevention, care, and treatment services. The applicant will provide assistance to the government of DRC's (GDRC) HIV/AIDS-related national institutions and programs, which includes the National Multi-Sector AIDS Control Program (PNMLS), the Ministry of Health's (MOH) National AIDS Control Program (PNLS), the National Tuberculosis Program (PNT), the National Malaria Program (PNLP), and the National Blood Safety Program (PNTS), and other key HIV/AIDS stakeholders. These stakeholders encompass local community-based organizations (CBOs) and faith-based organizations (FBOs) as well as other governmental entities such as universities.
