- The HIV/AIDS epidemic in Eastern Europe and Central Asia is still described as the fastest growing HIV/AIDS epidemic in the world and remains concentrated among most-at-risk populations (MARPs), including injecting drug users and prisoners. The State and Penal Executive Service is the only governmental department in the Kyrgyz that has the mandate to implement and/or coordinate health activities, including HIV/AIDS.
