Grant Description: This Annual Program Statement (APS) seeks to support multiple activities that will be quick to start and responsive to critical developmental needs. It is intended that this APS will be used by missions and WOUs to provide for full and open competition for any proposed alliance involving grants, cooperative agreements, Leader with Associate Awards or collaboration agreements that are responsive to the terms herein. Note that this APS does not provide for competition needs for goods and services that may be procured under acquisition instruments.
