RFA for Niger Decentralization: The United States Agency for International Development West Africa Regional Program(USAID/WARP) is seeking applications for an award of Cooperative Agreement from qualified organizations to implement a program to support USAID/WARPs Strategic Objective (7) - Mitigate Conflict and Support Peace. The authority for the RFA is found in the Foreign Assistance Act of 1961, as amended. The project will have two main activities, training to local authorities done directly by the Recipient and sub-awards provided by the recipient to indigenous local NGOs for provision of training or related community level activities. The implementing partner will provide training to local officials on practical issues as it directly relates to implementation of the decentralization process. Potential topics are management, finance, budgeting, participative planning, promotion of local organizations and women initiatives, and principles of decentralization, revenue generation, etc. In addition the implementing partner will issue sub-awards to indigenous NGOs who will be undertaking projects in a number of areas addressing issues as they relate to the decentralization process such as judicial reform, anti-corruption, conflict mitigation, communication or outreach. It is envisioned that the implementing partner will take a broad view when determining what type of grants are appropriate. For example conflict mitigation would certainly fall under this as it relates to performance of local authorities. Outreach or information dissemination could also be included as access to information is an import tool in the decentralization process. Subject to the availability of funds, USAID intends to provide approximately $1.1 million in total USAID funding to be allocated over a two year period. USAID reserves the right to fund any or none of the applications submitted.
