Random Fire Safety Inspections of Hotels and Motels: The objective of this grant is to ensure that properties included in the National Master List of Fire-Safe Hotels and Motels are in compliance with the provisions of The Hotel and Motel Fire Safety Act of 1990, Public Law 101-391. The United States Fire Administration (USFA) is seeking an application from the National Association of State Fire Marshals (NASFM) to randomly review properties that have provided information on the Federal Hotel and Motel Fire Safety Declaration Form, and to verify if they are actually in compliance with the requirements specified under PL 101-391. Verification shall consist of a visit to the property by NASFMs representative/inspector. This individual must be knowledgeable about smoke detectors and automatic sprinkler systems to the extent required for the inspection. Inspectors must be able to recognize smoke alarms (smoke detectors) and differentiate between battery-operated and AC-powered detectors. NASFM will coordinate inspections with each hotel/motel in accordance with the Hotel/Motel Third Party Random Inspection Instructions which is included as Attachment C to this announcement. The USFA will provide a list of hotels and motels currently on the National Master List in a given city which includes the business name of the property, address, telephone number, name of contact, FEMA ID#; and the sprinkler code. The cities and surrounding areas chosen for this project are Washington, DC; San Diego, CA; New Haven, CT; Anchorage, AK and Phoenix, AZ. The number of hotels/motels to be inspected in each city shall not be less than 15 nor more than 20 and shall be agreed upon by the Project Officer (PO) and NASFM prior to site inspection in that particular city. Rooms will be selected randomly by NASFM but must include at least one room on every floor. NASFM will ensure that each room inspected has at least one smoke detector, permanently connected to AC power. If the building is more than three stories in height, or is listed as having a locally-compliant sprinkler system, NASFM shall ensure there is at least one sprinkler head in each guest room inspected. If the building is listed as having an NFPA 13 or 13R compliant sprinkler system, NASFM shall verify that there is a plate, similar to the one shown in the Hotel/Motel Third Party Random Inspection Instructions Sheet (Attachment C), fixed to the riser of the sprinkler system. NASFM shall document their findings on the Federal Hotel and Motel Fire Safety Declaration Form provided, date and sign it, and send it to the PO by mail or fax. If there are any changes in business name, contact name, phone number or any other relevant information this shall be indicated on the form. This form shall be provided for each property inspected and is due one week after the inspection is made. NASFM shall submit a final report which is due at the completion of the project and shall include a brief summary of the inspection results and recommendations based upon the findings. This report is critical to the general public to ensure that the properties listed on the Master List of Fire-Safe Hotels and Motels are safe and in compliance with the Hotel and Motel Safety Act of 1990, P.L. 101-39.
