Rape Prevention and Education Program: The overarching purpose of this program is to prevent sexual violence by implementing primary prevention strategies. This FOA will advance this goal by increasing the proportion of RPE funded organizations that are implementing sexual violence prevention strategies according to general principles of effective prevention strategies. These principles include the following: addressing modifiable risk and protective factors for perpetration and victimization, addressing multiple levels of the social ecology, emphasizing primary prevention, having sufficient dosage or intensity, being culturally relevant, being developed and implemented with stakeholders, and based on best available evidence.

Eligible Applicants: State health departments or their Bona Fide Agents (this includes the District of Columbia, the Commonwealth of Puerto Rico, the Virgin Islands, the Commonwealth of the Northern Marianna Islands, American Samoa, Guam, the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau) Justification for Less than Maximum Competition: In 2001, the RPE program was transferred from the Block Grant to the National Center for Injury Prevention and Control as a categorical grant program. CDC made a conscious decision to continue funding state and territorial health departments to limit disruption of program services and to continue to build upon existing capacity and infrastructure.
