This funding opportunity announcement aims to increase the availability and use of potential gasoline/ethanol blends up to E85 (85 % ethanol) through two Topic Areas: (1) Refueling Infrastructure for Ethanol Blends cost-shared projects to modify, upgrade, or expand the infrastructure at retail fueling locations to accommodate gasoline-ethanol blends up to E85; (2) Outreach for Ethanol Blends projects which will increase public awareness of the benefits, safety, and use of ethanol blends as a transportation fuel. Background: The Presidents Management Agenda This funding opportunity announcement is for grants for renewable fueling infrastructure development and education and outreach. The Departments Strategic Plan identifies five Strategic Themes. The Biomass and Biorefinery Systems R D Program supports the following goals from Theme 1, Energy Security: Strategic Goal 1.1, Energy Diversity: Increase our energy options and reduce dependence on oil, thereby reducing vulnerability to disruptions and increasing the flexibility of the market to meet U.S. needs. Strategic Goal 1.2, Environmental Impacts of Energy: Improve the quality of the environment by reducing greenhouse gas emissions and environmental impacts to land, water, and air from energy production and use. The infrastructure and outreach supported by this funding opportunity announcement will contribute to these goals by increasing the infrastructure necessary for expanded renewable fuel use and expedited deployment of biofuels. This helps the nation expand its renewable energy infrastructure while reducing its greenhouse gases emissions, fossil energy consumption and dependence on foreign oil.
