Recovery Planning 5-Year Reviews for Federally Listed Plant Species in Utah: This is a Notice of Intent to award a Single Source Cooperative agreement to the University of Utah, Red Butte Gardens. The University of Utah is a member of the Great Basin Cooperative Ecosystem Studies Unit (CESU) for the purpose of developing a 5-year review for three listed plant species in Utah. These species include Welsh¿s milkweed (Asclepias welshii), San Rafael Cactus (Pediocactus despainii), and Winkler Cactus (Pediocactus winkleri). These three plant species have recovery plans that need a status review to evaluate whether or not the species¿ status has changed since the time it was listed or since the recovery plan was written. A 5-year review summarizes and evaluates information provided in the recovery plan, current scientific research, and surveys related to the subspecies. A 5-year review also evaluates the adequacy of the recovery plan and explicitly analyzes the 5 listing factors.
