Reducing the Environmental and Health Impacts of School Siting, Request for Proposals (RFP): The focus of this RFP is state-level decision-making regarding capital investments in the renovation or expansion of existing schools and the siting and construction of new schools. In 2003, the EPA conducted a study which demonstrated a connection between school siting, student travel behavior, transportation-related air emissions, human health, and the environment. This study, other studies of travel behavior, and other publicly available research demonstrate that decisions regarding school renovation, school building re-use, and the location and design of new schools can have a significant impact on environment- and health-significant behaviors such as the distance students travel and how they get to school. In addition, these same decisions can impact development decisions within the public and private sectors, potentially affecting the location of homes, retail establishments, and public services. Cumulatively, these decisions affect the form and environmental performance of communities for years into the future.
