Regional Assistance Program 2: The Bureau of Near Eastern Affairs Office of Assistance Coordination announces a Notice of Funding Opportunity (NOFO) for a Cooperative Agreement to establish a Regional Assistance Program (RAP) II mechanism. Recognizing the dynamic nature of the MENA region, NEA seeks to establish a mechanism to respond to emergent needs, especially snap elections, and support civil society actors through near-term technical or other assistance.The Regional Assistance Program (RAP) II will enable NEA, U.S. Embassies, and civil society throughout the MENA region to respond to unanticipated, often sudden developments, such as supporting election monitoring during snap elections or advancing dialogue at critical junctures through technical assistance. RAP II will also be responsive to local needs in concert with identified U.S. policy goals by enabling the provision of technical and other assistance to bolster civil society organizations.
