Request for Applications for Development Food Security Activity (DFSA) in Mali: Please find attached the draft Fiscal Year 2020 (FY 2020) Request for Applications (RFA) for a development food security activity (DFSA) in Mali for review and comments. The Office of Food for Peace (FFP) is not requesting the submission of applications at this moment. All background and programmatic information for this solicitation can be found directly within the RFA and included attachments; a separate country-specific information (CSI) document is not included. Given the unique challenges related to conflict in the targeted geographies of Mali, USAID/FFP is proposing a three-phase merit review process consisting of: ● Phase 1 - Initial Application: Review and scoring of written Initial Applications - successful applicants will be invited to participate in Phase 2 for oral presentations. ● Phase 2 - Oral Presentations: Evaluation of oral Presentations - one Apparently Successful Applicant (ASA) will be invited to participate in Phase 3. ● Phase 3 - Co-creation: The ASA will collaboratively develop with FFP a Final Application for consideration An appendix, APPENDIX VII: RFA Questions to Potential Applicants and Interested Stakeholders, was also added in the RFA (to be removed from the FINAL RFA) to collect stakeholders' and potential applicants' feedback on the challenges (technical or programmatic) to operating in the target geography of Mali.Please note that USAID intends to also include additional background information with the Final RFA, including a Food Security Desk Review, Food Security Political Economy Analysis, and a Stakeholder Analysis. Because this version of the FY 2020 DFSA RFA for Mali is in draft and subject to change, all potential applicants are strongly advised to wait for the final version before starting to work on an application. USAID reserves the right to adjust the number of awards, funding levels and sources of funding.Applications are submitted at the risk of the applicant, and all preparation and submission costs are at the applicant's expense. Please note that no USAID/FFP country backstop officers or field representatives should be contacted in any way about information contained in the draft RFA materials. As stated in the draft RFA, all comments and inquiries should be directed to [email protected]. USAID FFP highly encourages comments and questions on the draft FY 2020 DFSA RFA for Mali,which are due on Friday November 15,2019 at noon (Eastern Standard Time). However, comments and questions will be received on a rolling basis, so please do not wait until the last day to submit your consolidated comments and inquiries. USAID/FFP is planning to have a stakeholder consultation in Washington, DC and in Bamako, Mali while the RFA is in draft. The date and place of the stakeholder consultation sessions will be communicated to interested applicants. The draft FY 2020 DFSA RFA for Mali will be available on the USAID website at https://www.usaid.gov/food-assistance/what-we-do/development-activities.

To be considered for a CDF-funded award, the applicant must be a U.S. or non-U.S. NGO or consortium, or an organization designated by USAID as a PIO. (Note the USAID ADS definition for NGO is: Any NGO or entity, whether non-profit or profit-making, receiving or providing USAID-funded assistance under an assistance instrument or contract.)
