Request for Offer (RFO) for Electronic Grants (E-Grants) Management Solution for Texas DOT Traffic Operations Division: This specification is for service requirements for a company to work with TX DOT Traffic Operations Division (TRF), Traffic Safety Section to develop and implement an electronic grants management solution. TxDOT is seeking a solution involving a system integration approach using commercial off-the-shelf (COTS) software that takes advantage of the current TxDOT technical architecture, and includes an option hosting solution. TxDOT desires to move to a Web-based solution designed to: Manage the grant life cycle process and provide a consistent grant application and management process across all grants. 1.1 Address the need to maintain several years of grant information, easily accessible to a variety of stakeholders. 1.2 Allow controlled access via the Web to external sub-grantees and TxDOT staff. 1.3 Allow the routing, reviewing and approving of documents through a configurable workflow mechanism. 1.4 Reduce or eliminate the need for mailing, distribution and storage of mass amounts of paper documents.
