Grant Description
The USDA is responsible for Farm Bill Programs intended to provide incentives for private lands conservation. They provide restoration cost-share as well as conservation easement funds for the restoration and enhancement of wetland habitats on private lands. In Hawaii, many program projects have led to endangered species habitat benefits. Private landowners are sometimes hesitant to form alliances with the Federal government because of endangered species restrictions. The Safe Harbor Agreement section of the Endangered Species Act provides assurances to landowners who contribute to endangered species habitat enhancement. To this end, the NRCS is facilitating the development of a "Programmatic Safe Harbor Agreement Covering Hawaiian Goose, Duck, Moorhen, Coot, and Stilt for Participants of USDA Farm Bill Conservation Programs between Garden Island Resource Conservation & Development, Oahu Resource Conservation & Development, Tri-Isle Resource Conservation & Development, Big Island Resource Conservation & Development (collectively "RC&D"), the U.S. Department of the Interior, Fish and Wildlife Service (Service), and the State of Hawaii, Department of Land and Natural Resources (DLNR)." The role of NRCS in this agreement is covered under a Memorandum of Understanding with the RC&Ds for the mutual sharing of expertise and facilities to begin the cooperative work of the Programmatic Safe Harbor Agreement. The purpose is to assist NRCS in fulfilling its role in the Programmatic Safe Harbor Agreement (SHA) Covering Hawaiian Goose, Duck, Moorhen, Coot, and Stilt for Participants of USDA Farm Bill Conservation Programs. Proposals will not be accepted by facsimile. Proposals received after this time will not be considered.
