- NRCS is requesting proposals for the design of land treatment measures to achieve conservation and utilization of water on lands with contracts under the Lower Hamakua Ditch Land Treatment Program (LHDLTP). These land treatment practices approximately 12,000 linear feet of irrigation water conveyance as well as irrigation systems and irrigation water management on approximately 42 acres of land. The Lower Hamakua Ditch Land Treatment Program (LHDLTP) was established to accommodate cost sharing of land treatment practices identified in the Lower Hamakua Ditch Watershed Plan. This Plan, which will help ensure agricultural water supply to small farmers and ranchers in the Hamakua area through repair and restoration of the sugar-era Lower Hamakua Ditch, was authorized under the Watershed Protection and Flood Prevention Act, Public Law 83-566, Stat. 666. The irrigation system design consists of but is not limited to the following tasks:1. Evaluating the irrigation system site and gathering information such as soils, crops, topography and method of water delivery or catchments;2. Determining irrigation water requirements based on climate, soils, crop needs, irrigation management needs and selecting and sizing irrigation system components in accordance with those requirements and the Conservation plan; and3. Developing construction drawings and specifications, engineers estimate and irrigation water management plan.DURATION AND FUNDING:All awards are subject to the availability of sufficient funds being appropriated by Congress and apportioned by the Office of Management and Budget (OMB) to support the addition and full cost of services to implement technical service activities. Grant agreements will be awarded competitively to successful applicants. Grant agreement have been determined to be the appropriate funding instrument because of non-substantial involvement by the NRCS in providing design of associated practices. It is anticipated that approximately $50,000 will be available for design of the practices associated with LHDLTP in fiscal year 2006.DEADLINE FOR RECEIPT OF APPLICATIONS:Applicants must submit one (1) original and four (4) copies of their proposal to the following individual no later than 3:00 p.m. (HST), August 18, 2006.
