Requests for Proposals :Surf Scoter Restoration Project for Cosco Busan Damage Assessment and Restoration Plan: The U.S. Fish and Wildlife Service, on behalf of the Cosco Busan Natural Resource Damage Assessment Trustee Council (Trustee Council), is seeking proposals for natural resource restoration actions that will provide tangible benefits to Surf Scoters either on their breeding grounds, wintering grounds (ideally in San Francisco Bay), or at migration stopover points. Surf Scoters were the species most impacted, in absolute numbers, by the Cosco Busan oil spill. This Request for Proposals (RFP) is soliciting proposals to implement single or multi-year restoration projects to benefit Surf Scoters. Approximately $800,000 is available for Surf Scoter Restoration. Multiple projects may be funded
