Requests for Proposals for Somalia: The Bureau of Democracy, Human Rights, and Labor (DRL) announces a Request for Proposals from organizations interested in submitting proposals for projects that promote media development, democracy, and good governance in Somalia. PLEASE NOTE: DRL strongly urges applicants to access immediately www.grants.gov in order to obtain a username and password. It may take up to a week to register with grants.gov. Please see the section entitled, "DEADLINE AND SUBMISSION INSTRUCTIONS" below for specific instructions. Request for Proposals- Program ObjectivesThe Bureau of Democracy, Human Rights and Labor invites organizations to submit proposals outlining program concepts and capacity to manage projects in the following areas:Media Development DRL seeks to support programs that will: (1) develop the capacity of media owners in Somaliland, Puntland and South Central Somalia on the importance of editorial independence, media law and libel accountability, fact-checking, objective information dissemination, and the need to support networks of journalists covering high-risk topics; and (2) promote shifts from private and state owned media to independent media to advance democratic development and transparency in anticipation of the 2008 presidential and legislative and 2009 elections. The Bureau has approximately $500,000 in HRDF available for media development programs in Somalia. Democracy and Governance DRL seeks to support programs that will support the electoral process in Somaliland and the prospects for credible elections by enhancing electoral rights and constituency building as a precursor to the Parliamentary elections set to happen in 2009. DRL seeks programs that will build the capacity of the nascent Transitional Federal Institutions (TFI) and advance democratic development through strategic linkages with civil society.The Bureau has approximately $1,500,000 in HRDF available for democracy and governance programs in Somalia.

APPLICANT/ORGANIZATION CRITERIA Organizations submitting proposals must meet the following criteria: * Be a U.S. non-profit organization meeting the provisions described in Internal Revenue Code section 26 USC 501(c) (3). * Have demonstrated experience administering successful projects, preferably in the above countries and/or region, or similarly challenging program environments. DRL reserves the right to request additional background information on organizations that do not have previous experience administering federal grant awards. These applicants may be subject to limited funding on a pilot basis. * Have existing, or the capacity to develop, active partnerships with in-country organization(s). * Organizations may form consortia and submit a combined proposal. However, one organization should be designated as the lead applicant.
