Grant Description
The Office of Distributed Energy and Electric Reliability Program (DEER), of the Department of Energy?s (DOE) Office of Energy Efficiency and Renewable Energy, is soliciting applications for Research, Development and Demonstration (RD&D) projects that will advance the integration of energy-efficient technologies in residential Micro-Cooling, Heating, and Power (CHP) applications. DOE intends to provide financial support to assist in the development of such technologies under provisions of the Energy Policy Act of 1992. It is anticipated that the work will take place in three phased budget periods, with approval of subsequent phases of work generally being dependent on successful completion of earlier phases of work and availability of funds. This solicitation is for all three phases but the costs will be negotiated for Phase I work only. A potential exists for Phases II and III to be negotiated after successful completion of Phase I, based upon the availability of funds and a positive go/no-go decision to proceed to Phase II. Instructions for continuation awards for Phase II and Phase III will be included in the initial award to successful applicants. Each recipient of financial assistance under this Solicitation will be required to participate in the periodic Peer Evaluation Meetings. Participation will be required for each of the reviews in each Budget Period. During each review, the results to date and future plans for each project will be presented by the Recipient to a panel of experts selected by DOE for evaluation. The results of each periodic review may be used by DOE to determine whether individual projects will continue to receive DOE funding and/or individual projects that require negotiated revisions to the technical work scope and total project budget. Applicants should assume that at least two trips per year to the DOE HQ will be required for Peer Evaluation Meetings, and that up to two additional review meetings will be held at the applicant?s location. All awards under this Solicitation will include requirements for reporting to DOE. Technical progress reports will be required on a quarterly basis and a detailed final technical report will be required at the conclusion of the project. Applications must be submitted through the DOE Industry Interactive Procurement System (IIPS). Any other form of submission will not be accepted. All applications must have an IIPS Transmission Date/Time stamp no later than the date specified in Section II. C., 8:00 PM Eastern Time. Instructions for submitting applications using IIPS are contained in Appendix C of this Solicitation.
