Grant Description
The United States Agency for International Development (USAID/Caucasus)is seeking applications for an Assistance Agreement for funding a program for Rural Energy and Environmental Development (REED). The authority for the RFA is found in the Foreign Assistance Act of 1961, as amended. The Rural Energy and Environmental Development (REED) project aims to: (a) increase supply of energy in rural areas (both grid connected and off-grid); (b) improve management of local energy production; (c) improve in-country capacity in rural energy and alternative energy applications; and (d) improve capacity to utilize and protect the local energy resource base. Building rural capacity to manage hydro and other energy generation facilities that are financially viable and environmentally sustainable will be an important element of the project, as well as the protection and management of the natural resource base from which villages derive the majority of their energy. For all project elements, REED will asses the need for, and provide assistance to secure financing for enterprises with commercial potential. The project will also provide assistance to local businesses that are potential buyers of electricity, and that have employment generation potential, through energy efficiency analysis and by coordinating referrals to sources of business advisory services, such as USAIDs AgVANTAGE project. The REED activity will contribute to the Missions goal of creating a sustainable energy system through increased diversified, renewable energy supply and increased efficiency in the energy sector (Strategic Objective 1.51 A foundation for a more sustainable energy system). Since the availability of affordable energy is a critical element of economic growth, REED project will complement and help further other Mission objectives, such as the rebuilding of essential services and the restoration of jobs and income.
