SAFE Container (SAFECON) Program: DHS S&T has designated this program as a Homeland Innovative Prototypical Solutions (HIPS) which are designed to deliver prototype-level demonstrations of game-changing technologies in two to five years. DHS S&T is seeking out those innovative, "out-of-box", possibly disruptive technologies (disrupting the normal evolutionary technological development process). It is recognized that this project will have moderate to high risk, however it also offers the potential for significant gains in capability. Innovation is critical. Offerors should demonstrate that their efforts are aimed at high-risk/high-payoff technologies that have the potential for making revolutionary rather than incremental improvements to homeland security, including emerging threats and operational challenges. DHS S&T reserves the right to select for award and fund all, some, or none of the Full Proposals received in response to this solicitation.A critical area of focus for DHS S&T is the protection of the homeland from dangerous people and dangerous goods. In support of these critical focus areas and the Security and Accountability for Every (SAFE) Port Act, DHS S&T is initiating the SAFE Container(SAFECON) program to develop the capability to rapidly detect the presence of WMD,explosives, contraband, or human cargo in maritime shipping containers. TheSAFECON program will facilitate a number of DHS S&T goals, including the following:. Improved active/passive Non-Intrusive Inspection (NII) capability. Improved ability to rapidly detect the presence of explosives and chemical and biological agents. Improved ability to rapidly detect the presence of human cargo and other contrabandUnder the SAFECON BAA, DHS S&T plans to solicit research in high payoff approaches to improve the security of the international supply chain thereby reducing the nations vulnerability toward dangerous people and dangerous goods entering U.S. ports inmaritime shipping containers.The SAFECON program intends to develop and test prototypical system demonstrations that support the goal of rapidly scanning a maritime shipping container for WMD, explosives, contraband, and human cargo during normal crane transport operations.Systems must operate and perform within the intended environmental (shock, vibration,temperature, humidity, etc.) and operational conditions for intermodal shipping of the worldwide supply chain. Additional Information on Eligibility
This BAA is open to ALL responsible sources. Offerors may include single entities or teams from private sector organizations, Government laboratories, airport authorities, Federally Funded Research and Development Centers (FFRDCs), including Department of Energy National Laboratories and Centers, and academic institutions. Federally Funded Research & Development Centers (FFRDCs) are eligible to respond to this BAA, individually or as a team member of an eligible principal Offeror, as so long as they are permitted under a sponsoring agreement between the Government and the specific FFRDC. Historically Black Colleges and Universities (HBCU), Minority Institutions (MI), Small Business concerns, Small Disadvantaged Business concerns, Women-Owned Small Business concerns, Veteran-Owned Small Business concerns, Service-Disabled Veteran-Owned Small Business concerns, and HUBZone Small Business concerns are encouraged to submit proposals and to join others as team members in submitting proposals. However, no portion of this BAA will be set-aside pursuant to FAR Part 19.502-2. Independent organizations and teams are encouraged to submit proposals. However, Offerors must be willing to cooperate and exchange software, data and other information in an integrated program with other contractors, as well as with system integrators, selected by DHS S&T. Organizational Conflict of Interest issues will be evaluated on a case-by-case basis; as outlined in the full solicitation announcement. Offerors who have existing contract(s) to provide scientific, engineering, technical and/or administrative support directly to DHS S&T will receive particular scrutiny. Organizational Conflict of Interest---- Determination. The Government has determined that this effort may result in an actual or potential conflict of interest, or may provide one or more Offerors with the potential to attain an unfair competitive advantage.
