Sacramento NWR Youth Assistant Program: Funds under this award are to be used to recruit, train, and staff 2 qualified Visitor Service Assistants and 1 Hunt Program Assistant (CW-VSAâ¿¿s) who will provide assistance to FWS visitor services manager to support the visitor service program at the Sacramento National Wildlife Refuge Complex including but not limited to providing educational programs, providing general refuge information to the public, and assisting the hunt program. This Service will be responsible for outlining the day to day work projects of the CW-VSAâ¿¿s and provide all necessary training necessary to the CW-VSAâ¿¿s. The Service will prepare a Job Hazard Analysis for all activities to identify any known hazards and provide specific safety briefs for work performed. The Service will provide a government-owned vehicle for official use in performance of duties assigned to the CW-VSAâ¿¿s who are over 18 years of age are and who possess a valid state license. The Service will coordinate all duties assigned with recipient. The Service will be responsible for ensuring compliance with the guidelines of the Volunteer Service Program, Chapter 2, Volunteer Eligibility and Agreements regarding prohibition of discrimination by race, color, national origin, disability, religion, or gender. Provide appropriate staff in supervision of all work performed and provide all tools and equipment, written work specifications and applicable Service rules and regulations. Service will establish educational objectives for each CW-VSA, monitor progress and success in achieving those programs objectives. The Service will make available training opportunities to CW-VSAâ¿¿s that will make their service more effective, and ensure proper training for all activities covered by this agreement. This award is entered into under the Authority of Powers and Duties of the Secretary of the Interior (16 U.S.C. 460 Sec. 460l (lower case â¿¿Lâ¿)-1(d) and (f); Fish and Wildlife Act of 1956, as amended by the Fish and Wildlife Improvement Act of 1978 (16 U.S.C. 742a-754j-2), as amended.
