Sea Grant National Federal Partnership Liaisons Competition: The National Sea Grant College Program was enacted by U.S. Congress in 1966 (amended in 2008, Public Law 110-394) to support leveraged federal and state partnership that harness the intellectual capacity of the nation's universities and research institutions to solve problems and generate opportunities in coastal communities. Subject to the availability of funding, the National Sea Grant College Program (Sea Grant) expects to have available approximately $200,000 per year across four fiscal years and in support of two projects as part of the Sea Grant Federal Partnership Liaison program. In 2018, the National Sea Grant Advisory Board (Board) completed a review of the existing liaisons across the Sea Grant network and made recommendations for program improvement. The Board found that all liaisons were well valued, but recommended the development of a consistent framework to improve clarity and efficiency while still maintaining the flexibility and adaptability of each unique partnership. The Board also recommended that the NSGO provide more clarity about the process to apply for available resources to sustain existing or create new partnerships, including a competitive process to establish new positions. This funding opportunity is informed by these recommendations. Information about current Sea Grant Liaisons and the liaison framework can be found on our website, seagrant.noaa.gov/liaisons. The National Federal Partnership Liaisons will work with the Sea Grant Network and federal partner(s) to identify needs and products on key national Sea Grant topics (e.g. hurricanes, flooding, and coastal storms, marine, aquatic and coastal hazards, fishing communities) and use Sea Grant network and its expertise to share federal partner research results, information products, and services with stakeholders and research end-users at the community, state or regional level. This document sets out requirements for submitting a letter of intent, a full proposal, and general guidance for successful applicants to submit full application packages via Grants.gov, if applicable.
