- The purpose of this modification is to revise information in Funding Opportunity Announcement (FOA) DE-FOA-0000474 to narrow the ?Other Sources of Funding? requirement in Sections IV.C.1 and VI.B.9 of the FOA to focus on individuals (Principal Investigators, Co-PIs, and Key Participants) participating in the proposed project and to clarify disclosure requirements for Applicants selected for award negotiations. ARPA-E has encouraged certain Applicants to submit Full Applications and has discouraged others from doing so. Applicants may submit a Full Application even if they receive a notification discouraging them from doing so. By discouraging the submission of a Full Application, ARPA-E intends to convey its lack of programmatic interest in the proposed project. Such assessments do not necessarily reflect judgments on the merits of the proposed project. The purpose of the Concept Paper phase is to save Applicants the considerable time and expense of preparing a Full Application that is unlikely to be selected for award negotiations. The deadline for the submission of Full Applications is Monday, July 18, 2011 at 5:00 PM Eastern Time. As noted in Section IV. E of the FOA, ARPA-E strongly encourages Applicants to submit their Full Applications and Replies to Reviewer Comments at least 24 hours in advance of the applicable submission deadline. The Advanced Research Projects Agency-Energy (ARPA-E) Solar ADEPT program, focuses on integrating advanced power electronics into solar panels and solar farms to extract and deliver energy more efficiently. For attachments and/or instructions you may also see the ARPA-E website at https://arpa-e-foa.energy.gov. All questions to this FOA must be submitted to ARPA-E-CO@hq.doe.gov. ARPA-E will cease to accept questions 96 hours in advance of the applicable deadline. Responses are posted to Frequently Asked Questions at the ARPA-E website at: http://arpa-e.energy.gov/About/FAQs.aspx.
