- Eligibility is restricted to the 258 incorporated places with estimated populations of 100,000 or more, as listed by the U.S. Census Bureau, as of July 1, 2006 at http://www.census.gov/popest/cities/SUB-EST2006.html, Table 1, Annual Estimates of the Population for Incorporated Places over 100,000, Ranked by July 1, 2006 Population: April 1, 2000 to July 1, 2006 (SUB-EST2006-01). For the purposes of this FOA, these places are referred to as Cities. This eligibility was made to maximize visibility of Federal investment in solar infrastructure given limited Federal resources and a 2015 timeframe for SAI success. Eligible Cities may form teaming arrangements with other cities in close geographical proximity including unincorporated places that are not eligible to apply on their own and other cities with populations of less than 100,000. The eligible City, however, must apply as the prime recipient, and DOE will provide its assistance only through that prime eligible City. Federally Funded Research and Development Centers (FFRDCs) are ineligible to apply or contribute to the Applicants proposed projects under this FOA. The thirteen cities (2007 Solar Cities) funded under the 2007 SAI City Strategic Partnership FOA (Solar America Cities) as prime recipients, namely, Ann Arbor (MI), Austin (TX), Berkeley (CA), Boston (MA), Madison (WI), New Orleans (LA), New York (NY), Pittsburgh (PA), Portland (OR), Salt Lake City (UT), San Diego (CA), San Francisco (CA), and Tucson (AZ), are ineligible to apply under this FOA. The 2007 Cities may be a part of a teaming arrangement as described above, but may not apply as a prime recipient or receive federal funds under these awards.

Cities can be champions of progressive energyefficiency and renewable energy efforts. DOE wishes to support their boldandinnovative approaches to accelerate solar technology adoption at the locallevel. DOE expects award Recipient cities to develop a fully-scopedcity-widesolar implementation plan as a deliverable under this project.Through the Solar America Cities 2008 Funding Opportunity Announcement, DOEwill provide funding as well as tailored Technical Assistance to therecipientcities to support their efforts in developing a comprehensive, systemic,city-wide approach to solar technology that facilitates mainstream adoptionandprovides a model for other cities. Under this Solar America Cities 2008effort, DOE is looking for cities to commit to achieving a sustainablesolarinfrastructure, not simply a year or two of experimental solar projects.Applications for this Funding Opportunity Announcement must be accessed,completed, and submitted through Grants.gov at http://www.grants.gov to beconsidered for award.
