Solar America Initiative (SAI) Technology Pathway Partnerships (TPP), Phase 1: This is a restricted eligibility FOA. Eligibility for this procurement is restricted to U.S. commercial entities as prime recipients. U.S. commercial entities are defined as for-profit entities organized under the laws of the United States. Nonprofits, laboratories, universities, individuals, and foreign entities are ineligible to apply. There is no eligibility restriction for sub-recipients. In January 2006, the President announced his Advanced Energy Initiative, which is designed to reduce the nation's dependence on foreign sources of energy by promoting broader research and development (R D) to achieve substantive breakthroughs in a variety of energy resources, including solar photovoltaic systems. An integral part of this Initiative is the U.S. Department of Energy's (DOE's) Solar America Initiative (SAI). Authorized under the Energy Policy Act of 2005, the SAI represents a significant enhancement of DOE's business strategy of partnering with the U.S. industry to accelerate commercialization of photovoltaic (PV) system R D to meet aggressive cost and installed capacity goals. Implementation of the SAI will drive towards accelerated commercialization of solar photovoltaic (PV) systems to a milestone in 2015, at which time they will be competitive with conventional sources of electricity in all domestic grid-tied markets. The main goals of this nine-year mission are: " Substantively accelerate development of U.S.-produced PV systems so that PV-produced electricity reaches parity with the cost of electricity in select grid-tied target markets across the nation (identified in Table 1-1, below). " Expand the U.S.-installed domestic capacity of PV systems to 5-10 gigawatts (GW). These targets are described in SETP's Posture Plan, at http://www.eere.energy.gov/solar/solar_america/about.html, which illustrates how the SETP aligns with the SAI mission and the President's Advanced Energy Initiative. This document will be available at this URL by 7/7/06. Further goals for SAI are presented in the SAI Posture Plan, related to market penetration, job creation, natural gas use reductions, and avoided emissions. These goals, however, are expected outcomes of the primary LCOE goals stated above and the overall objective of 5-10 GW installed by 2015. For purposes of this FOA, Applicants will be required to directly address LCOE and capacity expansion targets. To implement the SAI, the SETP will pursue an R D strategy that is segmented into three manageable three-year phases. These phases will progressively reduce the cost of commercially-available PV systems and components, and will ultimately yield commercial products and production processes that achieve the LCOE and support installed capacity targets in 2015. The first three-year Phase 1 is scheduled to run from early CY 2007 through early CY 2010; the second three-year Phase 2 is expected to run from early CY 2010 through early CY 2013; and the third three-year Phase 3 is expected to run from early CY 2013 through the end of 2015. The prime Recipient of any DOE awards under this FOA shall be a U.S. commercial entity, and the Applicant team must include at least one commercial entity that has current or planned U.S. manufacturing or systems integration capacity. An Applicant may be a prime Recipient on any one award, but may participate as a sub-recipient partner on multiple awards. TPP partnerships will be required to identify how their approach will fit within the SAI mission and achieve the Life Cycle Cost of Energy (LCOE), and support installed capacity goals. TPP partnerships should be industry-led teams comprised of one or more companies, universities, national laboratories, and/or non-governmental organizations. Team composition should emphasize a coordinated effort of diverse approaches that in combination mitigate the total project risk while maximizing the potential project outcome. The TPP project management approach should incorporate means for adding or dropping sub-recipients (with authorization from the Contracting Officer) in order to focus effort on tasks that prove to provide the greatest value. This FOA focuses on projects conducted by partnerships that fall into two topic areas: 1. Systems Class projects (Integrated systems) - These larger projects will address multiple technology improvements in PV system and component design, integration, and installation. 2. Subsystems Class projects (Component-based/cross-cutting) These smaller projects will focus on fewer technology developments to improve PV systems. Both Systems Class and Subsystems Class projects will be required to demonstrate the benefits of a project on system-level LCOE and installed capacity. New PV components and systems developed through this FOA will be required to meet all applicable codes, standards, and environment, safety, and health regulations. Applications must be submitted through Grants.gov. Any other form of submission will not be accepted. Instructions for submitting applications using Grants.gov are addressed in the Section IV of this FOA, in Appendix B, and in the Note that follows the cover page of this FOA. Applicants who are not registered with the Central Contract Registry and Grants.gov should allow at least 21 days to complete these requirements and become registered. It is recommended that Applicants in this situation start the registration process as soon as possible. In addition to the instructions for Application requirements contained in the body of this document, Appendix A contains definitions of terms and acronyms that are used in this solicitation. Appendix C lists all further documentation referred to in the body of this FOA. Applications for this Funding Opportunity Announcement must be accessed, completed, and submitted through Grants.gov at http://www.grants.gov to be considered for award.
