Solid State Energy Conversion Alliance (SECA) Coal-Based Systems: NOTE: This descriptive area merely provides an overview of the Funding Opportunity Announcement (FOA). This Funding Opportunity Announcement is a follow-on to the Fuel Cell Coal-Based Systems FOA released in FY05. The goal of this FOA is to aid in the development of large (>100 MWe) fuel cell systems that will produce affordable, efficient and environmentally-friendly electrical power at greater than forty-five percent (45%) overall efficiency from coal (HHV) to electrical power, to include CO2 separation preparatory to sequestration. The system may contain any combination of existing or near-term power generation technologies (e.g., gas turbines or steam cycles). One of these components must be a fuel cell which will provide the majority of the gross electrical power output of the system. System cost, exclusive of the coal gasification unit and CO2 separation sub-systems, must be $400/kWe or less (2002 $) at the end of Phase II. The FOA is seeking applications for an eight-year, three phase program, however, projects selected under this announcement will only be awarded for Phase I initially, with subsequent phases to be selected in accordance with the competitive renewal application process described in the Model Cooperative Agreement. The objectives of Phase I are to design and perform analyses of the baseline (>100MWe) and Phase III Proof-of-Concept (POC) systems, to include concept identification, system definition and cost analysis, resolve any fuel cell barrier issues, initiate the establishment of manufacturing capacity and associated National Environmental Protection Act (NEPA) review process, and fabricate and test scaled fuel cells in a stack configuration. The objective of Phase II is to further enhance the baseline system design, perform a detailed design of the proof-of-concept system, complete the establishment of manufacturing capacity, and to establish cost estimates for both the baseline and proof-of-concept systems. Phase II will also require the fabrication and testing of a fuel cell module incorporating Phase I stacks. The objective of Phase III is to fabricate the POC system and conduct long-term testing using coal synthesis gas as the fuel. The Phase III deliverable the Proof-of Concept (POC) System - shall be capable of operating on coal synthesis gas such as the composition to be produced at FutureGen. Minimum recipient cost share for the three project phases will be as follows: Phase I - 20% for the R D portion and 50% for the manufacturing facility development portion; Phase II - 30% for the R D portion and 50% for the manufacturing facility development portion; Phase III 50%.
