South Park National Heritage Area: This award is the continuation of a prior year award which was awarded to South Park National Heritage Area. The research for this award has been an ongoing project with the Principal Investigator and competition would have a significant adverse effect on the continuity or completion of the activity. As such, the applicant is uniquely qualified to perform the activity. In addition, the language in the applicable authorizing legislation or legislative history clearly indicates Congress intent to restrict the award to a particular recipient; following in accordance with the Omnibus Public Land Management Act of 2009 Public Law No. 111-11. This legislation established the South Park National Heritage Area and directs the Secretary of the Interior to enter into a compact with the South Park National Heritage Areas management entity, collectively known as Park County. The cooperative agreement is distinguished as the required compact.
