South River Greenway Natural Area Stormwater Project and Habitat Restoration: The US Fish and Wildlife Service intends to award a single-source financial assistance agreement as authorized 505 DM 2(4)to City of Waynesboro. This notice is not a request for proposals and the Government does not intend to accept proposals. This financial assistance opportunity is being issued under CFDA# 15.658. Funds under this award are to be used to be used to design and construct bio-retention facilities to treat two drainage areas within the City of Waynesboro that discharge to a tributary of the South River. This award will be funded incrementally, with phase 1 as design and phase 2 as implementation. This project will also create a 6-8 acre park by converting managed turf areas to forest and meadow habitat and daylighting and restoring a perennial spring. The goal of this project is to improve habitat and water quality within the South River by treating runoff from urban sources, reducing phosphorous and nitrogen loads and lessening the volume of runoff.
