- Grant Description
- On December 21, 2004, the Specialty Crops Competitiveness Act of 2004 (7 U.S.C. 1621 note) authorized the Department of Agriculture (USDA) to provide state assistance for specialty crops. Under Section 101 of the statute, the Secretary of Agriculture is directed to "make grants to States for each of the fiscal years 2005 through 2009 to be used by State departments of Agriculture solely to enhance the competitiveness of specialty crops." All 50 States, the District of Columbia, and the Commonwealth of Puerto Rico are eligible. Applications will be accepted from any "State Department of agriculture", agency, commission, or department of a State government responsible for agriculture within the State. Specialty crops are defined as fruits and vegetables, tree nuts, dried fruits, and nursery crops (including floriculture). Each State department of agriculture that submits an application that is reviewed and approved by the USDA is to receive $100,000. In addition, each State department of agriculture would receive an amount that represents the proportion of the value of specialty crop production in the state in relation to the national value of specialty crop production using the latest available complete specialty crop production data set in all states whose applications are accepted. In fiscal year 2007, approximately $6,895,000 was appropriated to the Secretary of Agriculture to support the Specialty Crop Block Grant Program (SCBGP).
