State Agency Partnerships for Promoting Child and Adolescent Mental Health: The purpose of the State Agency Partnerships for Promoting Child and Adolescent Mental Health Program (SAP-PCAMH) is to improve the ability of States to comprehensively and effectively address the mental health and psychosocial issues of all school-aged children and adolescents through the development, strengthening and modeling of partnerships of State Title V Maternal and Child Health (MCH) Programs with State child mental health programs and State health care financing offices, as well as with other relevant State offices and agencies, such as the Governor's Office and State departments of substance use, education, human services and justice. This purpose is consonant with the mandate of Title V to improve the health of all mothers and children. An important anticipated outcome of State efforts is the more effective coordination of State-level agency activities relevant to young people's mental health, including promotion, prevention, identification, and service efforts, and their incorporation into the infrastructure of State programs for children and adolescents. Better coordination and jointly planned activities at the State level should lead to such outcomes as improved early identification of young people with mental disorders; enhanced capacity to serve young people with mental disorders and their families; improved access to mental health services; and better social acceptance of young people's mental health needs by the cultural and ethnic groups that compose a State's population. States are expected to include families, youth, and private sector organizations in their State-based efforts.
