Grant Description
This is a Notice of Intent to award in accordance with 505 DM 2, 2.14 B (4) a Grant between the U.S. Fish and Wildlife Service and Upper Tennessee River Roundtable (a 501(c)(3) organization) for the purpose of acquiring, reclaiming and restoring the Stone Creek Tipple Site in rural Lee County , Virginia. Erosion from the abandoned tipple site is a continuing source of mine-related sediment for the Straight Creek and the North Fork Powell River. This site adversely affects water quality for the Powell River watershed, thereby impacting critical habitat for threatened and endangered mussels and fish on the Powell River. This site is ineligible for funding through the Abandoned Mine Land Reclamation program and there is no liability for any individuals or corporations to reclaim the site. Funding for the project will eliminate this site as a source of sediment into Straight Creek and Powell River. This Single Source Award is being made in accordance with Department of the Interior Policy 505 DM 2.14 B(4), which allows for award without competition to an applicant who is uniquely qualified to perform the activity based on, technical expertise.
