- The Programme National de Lutte contre les IST/SIDA (PNLS) was established in 1998 by the Ministry of Health to coordinate all HIV/AIDS-related activities and services undertaken by the ministry, with an emphasis on surveillance, prevention, and care and treatment of people living with HIV/AIDS. PNLS is the only entity in DRC with a government mandate for this national level coordination and is therefore the only appropriate body to perform the work. The scope of PNLS' work includes the collection and use of strategic information, capacity building among health professionals involved in HIV/AIDS services, strengthening of laboratory capacity at local, provincial, and national levels, and formulating and revising policy documents.
