- This Request for Applications (RFA) describes a two-year, $4,300,000 Millennium Challenge Corporation (MCC) Threshold Program project designed to assist the Government of Rwanda (GOR) to strengthen civic participation in Rwanda at the national level by facilitating effective and meaningful engagement between government, civil society, and citizens. This project aims to address the MCC indicators described in this RFA by strengthening the effective engagement between government, civil society, and citizens at the national level in the areas of policy-making, decision-making, and development planning. The principal goal of Rwanda's Threshold Program and of this national CSO project is to positively impact the country's MCC Ruling Justly indicators, specifically Political Rights, Civil Liberties, and Voice and Accountability.
