Strengthening HIV Clinical Services in the Republic of Rwanda under the President's Emergency Plan for AIDS Relief (PEPFAR): The purpose and objectives of the program in Rwanda is to support a sustainable, integrated, and country-led HIV/AIDS clinical and public health program in Rwanda to the Ministry of Health (MOH) and its programs in HIV/AIDS and related areas. The funding will assist the Rwandan MOH in strengthening its national health systems, strengthening planning, implementation, and monitoring of integrated health services as well as expanding the provision of HIV/AIDS Prevention, Care, and Treatment services that have been initiated under PEPFAR-funded HIV clinical services. This support will further promote the transition of US government-funded health programs to host country ownership for improved sustainability. Moreover this Funding will assist MOH in improving the linkage between the HIV testing and care service, enhancing integration of other health service into HIV service care, and build capacity of health facilities staff in program management. In additional this funds will support the harmonization between MER and GOR requirements.

Additional Information on Eligibility
Under PEPFAR legislation, HHS/CDC is authorized for leadership of programs and services (including ART services) to be implemented by Ministries of Health and other governmental entities that have the jurisdictional authority to directly finance and perform these programs and services. The Single Eligibility Justification is the aforementioned mandate under PEFAR legislation and the jurisdictional authority of MOH and other government entities to ensure sustainability and country-owned programs. The Rwanda MOH is responsible for managing health facilities and human resources offering comprehensive HIV and integrated health services. Establishing cooperative agreements with MOH provides a relationship where CDC can provide the necessary technical assistance and mentorship needed to ensure that the MOH delivers the services according to USG expectations. PEPFAR is supporting the national HIV response which is implemented by MOH at their health facilities. MOH has been the lead for health policy and systems strengthening in the Republic of Rwanda since it was established. MOH is responsible for the management, administration and staffing of health facilities implementing PEPFAR HIV services. It is the primary official government source in the Republic of Rwanda for providing these public health services. There is no other agency within Rwanda with the mandate from the GOR to provide these services.
