Strengthening HIV Testing Care and Support Services in Addis Ababa City of the Federal Democratic Republic of Ethiopia under the President's Emergency Plan for AIDS Relief (PEPFAR): The purpose of this program is to increase access to, and quality of, HIV services in Addis Ababa, the capital city of, Ethiopia, including confidential HIV counseling and testing, and HIV care and support. The program will strengthen the national model voluntary counseling and testing (VCT) centers in Addis Ababa to provide quality HIV testing services and replicate best practices in other sites. With the increasing availability and uptake of free Anti-Retroviral Therapy (ART), persons living with HIV (PLHIVs) need a comprehensive care and support services in order to enhance treatment adherence, increase coping capabilities and thereby improve quality of life. PLHIVs need to receive a continuum of care and support services. This funding will support the expansion of care and support services at the community level in Addis Ababa, in collaboration with other PEPFAR partners. Such care will improve the quality of life of patients and their families. This program will strengthen Ethiopia's efforts in the development, implementation, monitoring and evaluation of care and support at hospitals, health centers and community level partners, improving access to quality interventions for PLHIVs.

- AAHAPCO is a government body which is responsible for the coordination of the efforts of different organizations to mitigate the impact of HIV/AIDS through a multi-sectoral HIV/AIDS response in the Addis Ababa City Administration. AAHAPCO is the only agency that has this mandate and authority. PEPFAR activities in Ethiopia are conducted in support of Federal Ministry of Health (FMOH) plans for HIV/ AIDS prevention, care and support. Addis Ababa City Council HIV/AIDS Prevention and Control Office (AAHAPCO) has been designated by Federal Democratic Republic of Ethiopia (FDRE) as the government office responsible for the coordination, monitoring and supervision of public, non-governmental and private sector HIV/AIDS programs and resource mobilization in the city.
